Project Description

Following a 2012 neighborhood study, the City identified specific community development and housing needs in the Bottom neighborhood which were then separated into multiple implementation phases. Summit developed a successful funding proposal for the first phase in 2012 which was funded for $2.6 million CDBG and matching funds.

Phases I/II improved the living conditions of twenty-six (26) households with housing rehabilitation and significant expansion of the area’s stormwater management system. Additional improvements to the exterior facades and sites of ten (10) commercial properties in the project area eliminated blighting influences in the neighborhood. Phase III is well underway to rehabilitate or substantially reconstruct fourteen (14) owner-occupied or investor-owned rental properties, remove blight with improvements to the buildings/sites of eleven (11) commercial properties, and continue the substantial infrastructure improvements throughout the neighborhood.
