Our Experience.

Valley Forge Road Pipe Failure
Valley Forge Road Pipe Failure

Summit was tasked with designing repairs for the FEMA Regulated Cates Creek crossing on Valley Forge Road. The existing crossing consists of (3) 96-inch corrugated metal pipes that had rusted out on the bottom.

The initial proposed repair consisted of slip-lining the existing corrugated metal pipes. The repair plan was modeled in HEC-RAS and received approval from NCFMP as a No-Rise. However, after conducting an opinion of probable cost, the Town of Hillsborough wanted to explore more cost-effective repair options.

Summit identified several alternatives that could also result in a No-Rise. Cost estimates were provided for each alternative. After designing repairs for the FEMA-regulated Cates Creek crossing on Valley Forge Road, Summit followed up with Construction Administration and Inspection services to ensure this infrastructure was installed in accordance with Town specifications and construction drawings.

Hurricane Michael Debris Monitoring

Summit supplied debris monitors, damage inspectors, supervisors, engineering support and a project manager to monitor the removal of debris after Hurricane Michael in October of 2018. This was a Category 4 hurricane which at the time ranked as one of the top 10 most costly Atlantic hurricanes to hit the United States. We were able to mobilize our staff quickly and efficiently to address hazardous road conditions and get roads safe for public travel after the storm.

Hurricane Florence Pipe Replacement

After excessive rains from Hurricane Florence damaged piping in Division 5, Summit supplied inspectors for 4 large emergency culvert replacement projects. This included daily inspection reports, contractor oversight, erosion control and de-watering oversight, and record keeping. We were able to provide experienced personnel to oversee the projects and get the affected roadways opened to the traveling public within accelerated time frames.

Summit provided nine debris monitors, a supervisor and a project manager for the March 2014 Ice Storm clean up in Orange County. Staff provided Certified Load Tickets, and Daily Debris Tower Monitoring Logs. Staff was also responsible for identifying Hazardous Trees and Limbs requiring removal.

Summit provided 20 total technicians working 12-hour shifts, 24 hours a day providing coordination and monitoring of snow and ice removal for NCDOT after a winter storm event. These Technicians were responsible for all Interstate and Primary route snow removal in Durham, Person, Vance, Granville and Warren Counties.

As part of Summit’s On-Call Contract with NCDOT, we were called upon to assist with debris removal in the aftermath of Hurricane Irene in September 2011. Summit supplied 13 field monitors and a Field Supervisor.

Pulaski Tornado Recovery
Pulaski Tornado Recovery

In the wake of two tornadoes that damaged over 300 residences and razed 45 homes to the ground, the Town and County of Pulaski was awarded $700,000 in CDBG Urgent Needs Open Submission (UNOS) funds. We worked with the Town and County to develop an improvement plan which led to many homes being rehabilitated or substantially reconstructed. The tornadoes occurred in 2011, and by 2014 both projects were completed. The plan focused on homeowners who lacked sufficient insurance or other financial resources to make the needed repairs.

Hazard Mitigation Grant Program
Gloucester County Hazard Mitigation Grant Program (HMGP)

We worked with community stakeholders and the County to identify major obstacles and opportunities and to develop strategies and goals for flood recovery. All work products were considered in relation to the availability of state and federal funds. A recovery program was developed that included flood relief/mitigation, housing, recreation, and conservation. Since 2006, the plan has used both Hazard Mitigation Grant funds and CDBG funds to assist in the construction of any new homes as well as the elevation of over 100 homes out of the floodway.

Pinecroft Place Apt. Flood Mitigation Design
Pinecroft Place Apt. Flood Mitigation Design

Summit provided civil and structural engineering, surveying, and landscape architecture services for the flood remediation project at Pinecroft Place Apartments. The 22-acre site was developed in 1973 with 20 townhome buildings and associated site amenities. Due to its location within a delta of a nearby stream, the ground floor apartments repeatedly flooded, displacing residents and damaging the foundations of the building. As a result of the last flood, 32 units were condemned.

Edgecombe County & Town of Princeville HMPG Elevation Design

Summit, as a sub-contractor, provided support for Edgecombe County and the Town of Princeville to develop elevation feasibility studies and elevation designs for HMGP grants 4285-069 and 4285- 030. Summit, through a cooperative effort with Edgecombe County staff, provided grant management for both grants. Monthly status reports were input directly in ND Grants and cost reports were provided to Edgecombe County for entry.

Grant Management.

Summit has assisted local governments in the successful application preparation and implementation of over 200 projects totaling in excess of $180,000,000 in CDBG funding in addition to hundreds of millions in leveraged funding.

Assistance has housing rehabilitation programs, housing reconstruction, public infrastructure, community service facilities, downtown revitalization including façade improvement programs, commercial and industrial site development, and specialized housing. Such efforts have made significant contributions to the economic growth and standard of living in the affected communities.
